Horizon: Disaster Preparedness and Emergency Response Plan (DPERP) is devised
to present a comprehensive strategy tailor-made for effective response to
international and community-specific disasters and emergencies, with an
incisive focus on Uganda. Recognizing Uganda's exposure to many natural and
human-initiated challenges, including floods, landslides, drought, epidemic
outbreaks, and conflicts, Humanity Horizon finds it imperative to deploy a
robust mechanism. This mechanism would align with international standards,
notably those propagated by the United Nations, and resonate with Uganda's
local nuances and capabilities.
Objective

maneuvering during disasters and emergencies to curb human, property, economic,
and environmental detriment.
- To fortify community resilience within
Uganda by uplifting their competencies in disaster preparedness, reactionary
measures, and crisis recuperation.

Disaster Risk Reduction, and Uganda’s National Policy for Disaster Preparedness
and Management.

- Risk Assessment: Humanity Horizon commits to methodical risk evaluations to
pinpoint potential hazards, gauge vulnerabilities, and appraise national and
communal capacities in Uganda.
- Early Warning Systems: Amplifying and sustaining preemptive warning systems with
the Uganda National Meteorological Authority (UNMA) and global allies to
facilitate prompt information dissemination.
- Emergency Operation Centers (EOCs): Establish and activate both national and district-level
EOCs, furnished with the requisite technology and adept personnel to streamline
emergency responses.
- Capacity Amplification: Strengthening the competencies of governmental bodies,
NGOs, including Humanity Horizon, and local communities via specialized
training in emergency readiness, response, and disaster risk diminution.
- Community-Based Disaster Risk Management (CBDRM): Advocacy and backing for CBDRM initiatives at grassroots
levels, emphasizing Indigenous knowledge and active participation.
- Relief Supplies Stockpiling: Strategic allocation of essential relief materials such as
food, water, pharmaceuticals, and non-food items within disaster-prone
vicinities.
- Health and Nutritional Support: Augmenting health systems' preparedness against
emergencies, spotlighting disease surveillance, emergency medical
interventions, and nutritional aids.
- Water, Sanitation, and Hygiene (WASH): Ensure accessible WASH infrastructures and services to
avert post-disaster disease outbreaks.
- Shelter and Settlements: Provide interim sheltering solutions and advocate for the
erecting of resilient domiciles.
- Protection and Psychosocial Support: Deployment of safeguarding measures for vulnerable
demographics and psychological support for the impacted individuals.
- Livelihoods and Economic Revitalization: Endorsement of livelihood and economic rejuvenation
post-catastrophe via monetary transfers and infrastructural redevelopment.
