POLICY DEVELOPMENT & RESEARCH

Building the backbone of education reform and anchoring Uganda’s future in evidence, equity, and resilience

At Humanity Horizons, we believe education reform must be anchored in evidence, equity, and resilience. Through our Education Sector Reform and Policy Development Program (ERPDP), we conduct participatory research across refugee settlements, rural districts and urban schools to uncover the real needs of learners, teachers, and communities. We translate this data into actionable policy recommendations aligned with Uganda’s Education Sector Strategic Plan (ESSP), National Development Plan (NDP III), and the Sustainable Development Goals (SDGs). By convening ministries, youth councils, and civil society, we co‑create reforms in teacher governance, curriculum relevance, and inspection systems. Our work also pioneers cross‑border education harmonization for refugees and advocates for equitable budgets. For us, policy is not paperwork—it is a survival strategy. We are building the backbone of education reform so every learner can thrive in a climate-challenged future.
